By the 1970s the city of Lowell, Massachusetts had a major fire problem. City leaders looked for a solution in a city continuing to burn. The concept of an arson squad assigned only to investigate fires and explosions was brought forward. What was needed were the perfect individuals for the team. Experienced professionals with both firefighting and law enforcement backgrounds. Police Officer Harold Waterhouse and Fire Lieutenant William Gilligan were given the assignment to stop arson in Lowell. These are some of their stories. About the Authors: Inspector Harold Waterhouse is a retired Lowell Police Officer and the first member of Lowell's Arson Squad which he worked in for fourteen years. He spent forty years involved in Lowell's emergency services including the Red Cross Disaster Service. Captain Jason Strunk has been a member of the Lowell Fire Department since 1997. He holds a bachelor's in American Studies from UMass Lowell and and Associates in Fire Science from Middlesex Community College. He previously wrote Images of America: Lowell Firefighting.

Captain Jason Strunk has been a member of the Lowell Fire Department since 1997. He holds a bachelor's in American Studies from UMass Lowell and and Associates in Fire Science from Middlesex Community College where he is an adjunct faculty member. He previously wrote Images of America: Lowell Firefighting.
